The Taft-Hartley software is a distributed system that can be utilized in-house or over the internet with no modification. This means that the various interested parties can share in the operation of the system with the Administrator. For example, employers can enter hours in the system for their employees while the union can enter employees in the system and both can see reports designed only for them. The employee can review his bank and eligibility status using a web browser from any location.

 The system uses a finely grained methodolgy to create security roles and permissions for users. When a user is assigned administrator permissions, all information in the system is allowed unless permission tables are modified. If a user is assigned employer or union permissions, the user will be allowed to see only information pertaining to that employer or account (local).
